1- What is a Chart element?
This element is a tool to display Salesforce data in a graphic way.
2- What is it used for?
This field can be used for reports, forms used to collect data but also display data. 
3- Where is it located in the "Elements" panel
It is located in the "Elements" panel, inside the "Advanced" tab, under the "Range" subcategory.
4- What does it look like when it is on canvas?
