The refresh cache link is very handy when you are simultaneously building your form and updating fields in Salesforce.
Newly added fields will not appear in the form builder unless you refresh the cache - so this is why we make sure to provide this link where ever needed.
In this version, we added the link inside the Smart V configuration window.
