Changing licenses and form sharing

I still do not have an answer to my question about changing licenses and form sharing and this is becoming critical. Is there someone I can talk to ASAP about this? I have a collaborator who has forms he needs to share and we either need to upgrade or move licenses around. I emailed billing and did not get an answer as to whether we can move him to the editor license or we need to upgrade his collaborator license.
